I think the default is on (on my rarely touched alts that is). With OmniCC is also on, I see two different numbers counting down. The problem is, with OmniCC enabled, that checkbox is greyed out, I can't just uncheck it and let OmniCC play alone.

That will show how man minutes remain for the cooldown for an item or skill over the icon. That's what I use with Bartender. Unless you are asking for something different. Edit: Ok, it’s “fixed”: For some reason they never show up on the action bar 1, but on all others it does. But I can live with that.
